It looks like iPhone 4 pre-order procedures are some what set by most retailers.
Apple will take orders on-line and in store. It is unclear if they will require deposit or not. Apple guarantees delivery on the launch date June 24th. It looks like on-line option is the best one, since Apple stores most likely to direct everyone to computers that have Apple website up.

AT&T will take pre-orders, but they will require credit card authorization for the whole amount. Oddly enough AT&T will deliver on June 25th. It is unclear why AT&T clients will have to wait extra day.RadioShack will be accepting pre-orders in stores. They will be throwing in an accessory credit too. Stores will be opening at early tomorrow, but you better check with local store today as it is unclear right now.
Best Buy will be accepting pre-orders in stores with $50 deposit. Stores open at regular time, but it looks like most locations will be opening early on launch day.
Walmart is Walmart and obviously no one has a clue that new iPhone is out, but they are confirmed for a June 24 launch. The best you an do is go there tomorrow and see if they take pre-orders.
Bottom line: Apple’s website is your best bet.
